It does seem as though a high volume of suborbital travel would
require safety systems that amount to ballistic missile defense.
However, I don't see any reason to think that a high volume of
suborbital travel is a prerequisite for "a hopeful future in space".
Material from the moon or asteroids is going to be in high orbits
where it takes substantial delta-vee and a substantial length of time
to get onto a trajectory that intersects the surface. Safety systems
for that won't look like ballistic missile defense.
