In truth though, O'Neill habitats can be made just fine out of stuff like steel and aluminum and glass and still be over a dozen (or possibly a hundred) miles across. That isn't Bigger Than Worlds, but it's Bigger Than Some Nations, and since you can build as many as you like, that should be good enough.
