There are a number of U Tube presentations on Smart Cities of the future. I
found the presentations somewhat disappointing since they mostly side step
the issue of agriculture and recycling of waste.

Agriculture and recycling of waste will be crucial for space habitats.

Unfortunately modern humans have been hijacked by their cities, their
growth has been so rapid that engineers failed to apply their minds to
important issues and scaled up blindly. Bombay (Mumbai) had a population of
less than a million in 1900. The population now is 22 million!

If we cannot construct genuine smart cities on Earth, how are we going to
construct them in Space?

Its easier to do the smart part of smart cities in space because there is no existing infrastructure, customs, etc. to accommodate.

Good point. in particular, I think that the concept of Arcologies
- three-dimensional, integrated
cities that are a single gigantic building - could be explored here on
Earth as a precursor of what maybe we will have in the first moderately
large habitats. The Wikipedia article in the link has a few real world
examples that are kind of going in that way. (And I would also add to the
examples the Burj Khalifa,
which is a kind of
vertical city, with residential, corporate, communications and hotel
sectors.

to design a city starting from scratch on space or on our planet is much easier than to operate in an existing physical built and populated environment. A city shuold represent our best possiblity to allow a better life to the population consisting on its services, its landscaped enviroment, its social locations and services, its possibility of integration , nota collection of cold , glassy buildings called skyscrapers that are without humanscale and like fortresses to enter but places that are human friendly, safe, warm , clean , with the right combination of natural and artificial construction, that give shelter, protection and the feeling of be part of an active ecosystem. this coukd be done here or, even more, in our future space settlemehts.
