It makes sense that they'd quash anything not their own -that's what they do. Their history of such has been holding aerospace back in many ways But it doesn't make any sense that fueling in orbit is a threat to a SHLV for Lunar or Mars plans. It would be a vast help, and 100+t to LEO gives a tremendous leg-up if fuel doesn't have to be part of it.Let's hope the "ouch" is passed down to somebody losing their jobs, pension and benefits for holding us back, but don't count on it.It's almost as of they're dragging our feet on doing anything big in space of any sort.Note that if "Senate Launch System" or anything is used for a big mission, still over 45% of anything we lift to LEO is just the oxidiser in the upper stage.
