I don't mean "unlike orbital platforms.." Everything I've predicted
for the moon can happen also with orbital habitats. But orbitals
have much more to offer than these things I've mentioned about the
moon thusfar.

I have nothing against either of these, but, yes, that's (WOULD
gambling and prostitution be legal on the Moon?) the big question
and my crystal ball doesn't want to play with me on this one.

I'm certain that many things that would be considered illegal in
parts of earth would be happening on a moonbase. Considering that
many of the visitors would be the vacationers...

to expect of a bustling moon base. Add to that idea the fact that
the moon is an ideal site for the solar system's most secure
offshore bank, and a secure data bank as well; a constellation of
small transponders in orbit would be the minimum requirement.
Furthermore, it would be a construction site and strip mine, and for
those jobs, not manned by the timid type.

Your opinion of my projection aside, I agree that much of the work
will be done directly with teleoperated robots and large machinery.
However someone will still operate them close by.
I meant that anyone going to live on the moon for a long duration,
or for that matter anyone going to live on a space station or
hollowed-out asteroid will have taken an enormous personal risk just
by leaving the earth. Tourists are somewhat cocooned from the more
dangerous aspects of space, but the guy outside fixing something is
risking his life as part of his job. And it will mostly (though not
exclusively) be guys doing the stuff outside. "Not manned by the
timid type" was shorthand for a number of implied behaviours that
would be frowned upon in some of the more "civilized" portions of
the earth.
