Your statement brings to mind another conundrum; if the immigrant
population is selected to be free of sexually communicable diseases,
then you'll have a population pool that won't have to fear Herpes
and AIDS as well as the treatable diseases like syphillis and
gonnorhea. The result is likely to be a freer sexual attitude and
more worry about introducing such diseases into the *clean
population* through lax immigration controls.

What impact will this have on tourism and short term business
visits? Will strict health screening and quarantines be de rigeur or
will they be such a hassle that the attempt to eradicate
communicable sexual diseases within the population will fail for a
closed cycle cannot be assured.

Any thoughts?

This begs a question: which spread sexual disease more? Above the ground
paid sex in which the sex worker can go about her business by creating a safe
house, with training in hygenie for any employee, and with health insurance and a
membership in a professional association for hookers? Plus, a Consumer
Report-style internet board in which each hookers are rated for cleanness and
friendliness and such? Or underground sex work in which the sex workers dare not
publicize their profession and must seek around the issuse of health care and
need for a safe place in which they are forced to settle for more risker and
dirtier place because they cannot risk too much capital into upkeeping least
they get seized by cops? Which model promote public health better?
