
It has been a while since I have been on an SSI email list or actively
thinking about SSI other than remembering to pay dues every year. For
the last several years I have been creating web services as at home
projects and when I rereading some of the SSI site I realized that
something that I always wanted to do may be possible now, "Actually
participating in some other way then just paying dues". So here is the
body of an email message that I would like to distribute to high
visibility technocrats. Think of this one going to somebody like Vice
President Gore. You can get the concept from it. I would like to start
laying the foundation for this site soonest and would like everybody's
opinion.
I am seeking advisors/board members/suggestions for a web based
collaborative development effort that I think that you would be
interested in spending a few hours of time on in the next four years.
If not, I would appreciated it if you and your team would take a few
minutes and think of some names of people who you think would be
interested in helping.
Background:
Dr. Gerard K. O'Neill, http://www.ssi.org/alt-plan.html, developed a
conceptual plan for permanent space habitation many years ago. Since
then the Space Studies Institute has conducted low cost research in
areas critical to achieving this plan. I have been a member of SSI for
fifteen years beginning as a college student and now as a middle aged
member of the Aerospace Industry. I was rereading some of the
information at the SSI web site and realized that while SSI has
continued to sponsor small research programs that we have made very
little real progress in achieving Dr. O'Neill's vision. Many years ago
most of the effort was defined as just engineering that needed to be
done because we already had most of the technology required to make it
happen. But that engineering work has never happened. Fifteen years
from now I would like to reread Dr. O'Neill's works and be able to
compare his plan to actual design and implementation.
While mentally reviewing why nothing has happened in the last fifteen
years, I was thinking about what has changed that could enable the
vision to move forward. There have been advances in material science,
computer technology, and biology. However the biggest enabling advance
has been the Internet, a subject that you are well acquainted with.
What is interesting about the Internet is the rise of collaborative
software development by individuals with nothing in common but an
interest in a particular subject. "Linux" and the "GNU" utilities and
compilers are good examples. I personally have developed a site,
www.InnerTransit.net, that provides a service that is not possible
without the Internet. Fifteen years ago the only way to implement a
project of the size envisioned by Dr. O'Neill would have been to give
the task to a single organization like NASA who would have spent
millions in just managing the task. With the Internet and collaborative
development we the people of the world could implement the vision at a
small fraction of the cost that would have been spent by NASA.
The Concept:
Using collaborative development via the Internet in the style of "Linux"
and "GNU" implement Dr. O'Neill's vision starting with terrestrial
demonstrations.
The Plan:
I have enough aerospace and web site development experience to know that
just throwing up a web site will not work. There is a technology and
management aspect which I understand but there is also a people aspect
which needs high profile personalities with an interest in technology
and the Internet. So my goal is to assemble a group of advisors/board
members to evaluate and plan how to implement what could be a ground
breaking advance in how large technology projects of public interest are
implemented.
I realize that you and your team receive a lot of email and hope that
this one comes to your personal attention.

Have you looked at using a prebuilt service such as Source Forge
(www.sourceforge.net)? It is designed to enable the development of
Open
Source Projects...while it focuses on the development software
people are
using it for documentation based projects. My impression is that
much of the
out put of a terrestrial based O'Neill project will be software
anyways so
it might be an appropriate tool.
I expect SourceForge to be used by development teams. But I am more
worried about the glue that holds
a project together (who, what, where, WHY, when, how).
www.InnerTransit.org will provide a place for the
requirements, the why, tests, and link them all together.
www.InnerTransit.net will provide the
organizational structure. That site is already up.
www.InnerTransit.com will be the spin-off (if any) sales
site. I am expecting to organize this along the Mozilla type software
arrangement instead of the pure GNU
license.

What issues are those process looking at addressing?
What are the long terms goals (apart from trying to build an
O'Neill)? Is
it public out reach? Is it purely design? Is it software
infrastructure?
Is it to convince the government? Is it to convince the private
sector?
I expect there to be many ongoing projects since everybody is not
going to agree on what is most
important, interesting, or useful. So there may be many divergent
paths/alternatives.

based applications on the MS platform.
My servers are running Linux,Apache,MySQL,PHP4.
The inspiration for touching base with you was the discussion a

about building a Bernal Sphere in cyberspace...that seems to me to a
compelling public outreach tool. Other than that I would be keen on
doing
general research.

space colony. Besides solar power satellites, one potential project would be
a space elevator. A cable made out of nanotubes would be strong enough to
support its own weight from geocentric orbit to the ground and some nanotubes
are already being made in the laboratory. One assumption we should make is
that there is some sort of second generation shuttle capable of making 20 to
50 flights per year and once we have that we can really get going on building
a space colony. To build a space elevator we would need to mine asteroids and
process the carbon into nanotubes making a cable that lowers itself from
geocentric orbit, and extends in the upward ditection as well to maintain the
center of gravity.

I looked at the site. It looks a lot like egroups.com: a discussion
(email list) area, a place to store documents, etc.

- tracking requirements to design,
- tracking derived requirements to lower and lower levels of design,
- tracking design to implementation,
- tracking design to test,
- tracking test results back to requirement and design changes,
- while keeping the "whys" linked to the appropriate design.
This is called "Requirements Management" in industry. See

A program commonly used for this in the aerospace industry is DOORS

have used extensively as a project lead for an American aerospace

It is always hard to separate personal likes and dislikes from decisions and observations. In this case I do have a strong desire to solve a perceived problem that not all of us perceive as a problem. I work with engineers who consider vi the only tool needed for programing and go out of their way to avoid simple productivity improvement tools such as Delphi and MS Visual Studio. For them productivity improvement is not an issue.
Many great engineering projects were done long before we all became addicted to word processors, spreadsheets, and scheduling software. So it is certainly true that the right people can always get the job done with whatever rock they have at hand.
However, the whole concept behind modern management approaches is to be able to do the job when you don't have the perfect people on it. This means procedures, practices, and standards that are used across the board. What you are describing would be a SEI level 1 organization http://www.sei.cmu.edu/>.
I think that we should try for a little bit more.

Reminds me of an IR&D project I had the opportunity to shut down ten years ago. This IR&D group had somehow talked management into funding a 10 manyear effort to prepare for the next contract based on the latest OOD tools. They didn't want to let previous experience get in the way of a resume building learning experience so they started with a clean slate and empty minds using a tool that was picked because it had a nice visual interface. When I was put on the project to find out what was going on they had compiled a three inch thick volume of circle and line drawings representing their work. The first question I asked after some study was, "Now what do you do with it?". The answer was that this was design documentation that would be placed on the shelf and left there because there was no way to get from their design to code. When I noticed that each object breakdown starting with the very top had no rhyme or reason, I asked what rules they used to define the relationship between objects the answer was that the only rule was there could not be more than nine objects or less than five. Why? Because that was a tool limitation on the maximum number of nodes in a drawing. And their response to anybody questioning the whys of their design was that they had spent too much time argueing over it to change it and that we obviously didn't understand cool OOD. Luckily we lost the bid for the contract this project was suppposed to help and the IR&D group had all found other companies to work for within several months. My review of the whole project was that the IR&D group wanted to play with an open ended tool without being encumbered by any extranous rules. The fact that the project could never have been finished using their methodology didn't matter.
And the same has you, I have seen and been forced to use tools upon which millions of dollars had been spent and being spent that solved a problem that didn't exist in the first place and that there certainly were much cheaper and better alternatives for by the time the tool was usable years later.
On the other hand, I have used tools both simple and complex that provided capabilities or solved problems that would have just been too difficult to do otherwise.
Hard to tell if InnerTransit.org is going to be useful or not at this time. It contains the best aspects of all the tools that I have ever used. The only way to tell if this is the tool for the job is to use it. InnerTransit.org is almost ready. I inserted the last major section yesterday, CVS source file control. I need to finish off source file control and then clean-up and implement the help function. It should be ready by the end of the month. Then we can start the projects that I am really interested in.
