I'm trying to find the name of the rocket concept from the 60's that
was launched from the ocean. It was refueled at sea, floated
upright, and then launched.

I cannot think of anything which matches your description.
1) Sea Dragon, a concept by Bob Truax which never left the drawing board
2) Dolphin, a vehicle built by "Starstruck" which had one unsuccessful launch
sometime in the late 1970's or early 1980's, I cannot remember exactly when.

Sea Dragon was the rocket concept I was looking for. Sorry about the
sloppiness of my question. I knew it never left the drawing board.
