created a simulation game built upon the Sim City 4 engine.

There was also a mars simulation (of dubious scientific interest, but otherwise quite fun) built around Civilization II.

Yeah, I'm pretty sure you need it. From what I understand, all of the
programming for Sim City 4 in unchanged, and these modders are
overlaying the Mars Simulation in place of the Sim City buildings,
cars, people, terrain, etc.
