NASA goals?

Is that still their official position? (Even after cutting
Lock-Mart's cash cow X-33?) It seems that every decision the US and
NASA has made in the last 30 or so years has been away from actually
doing anything serious about stepping out into space.

Why not give more small business help to Pioneer or Kistler, for
example? Why hasn't NASA done anything solid towards something like
Shuttle-C, the advanced SRB or the liquid variant booster?
Isn't NASA content to rest on meeting the Shuttle fleet payroll, and
to hell with actually doing anything about getting into space?
