I'm willing to bet the 20 miles refers to the latter. Reason being that
I remember one early reference saying 16 miles (which I'm betting refers
to your former), then later on most every reference was saying 20 miles.

I'm in favor of including the endcaps in the length because, unlike the
minds behind the alternative Lewis One model, I'd consider the endcaps
valuable and useful territory.
