Seeking O'Neill Paper

Something else I have been unable to find on the Internet is a paper by
Gerard O'Neill called "The Low (Profile) Road to Space Manufacturing."
He mentions it several times in The High Frontier, and it appears to
discuss early steps toward creating an in-space infrastructure for
construction.

Even SSI's online collection of papers doesn't include this one, and my
attempts to contact them by both phone and e-mail have been fruitless.
(The phone line was hooked up to a FAX machine.)

Any leads would be appreciated!
