The basic for dummies approach primarily has to answer the question of
how much it actually costs to set up; not the total spend, partly
because the total spend makes people go white (10s or 100s of billions
over a decade or more; but paid for by electricity bills), but the
maximum amount that the business is in the hole is much more important
(~5-~10 billion) from a financing point of view, which is what
politicians are more about - politics is supposed to be about making
decisions after all.
