It's money we spend anyway. We spend that much on fuel every 11 years. We
can continue as we have or use it for SSP; but the money will be spent
either way. With SSP, we don't have to repeat the process.

Government is not a business, and spends money on many things that never
have and never will show a profit. And they will do this happily, as long as
they get something useful out.

That woudl be a useful and more palitable number, but it depends on a great
many trade offs. It's also vaulnerable to simple counter attack. "You said
it would only cost 20 - but your own figures have a total cost ten times
that!" If that sound byte gets out before people could be convinced about
the fundimental benifits, I am concerned the scheme would be canceled
without further thought.
