The other technical issue is whether it's close-enough-to-optimized
for the proposed missions. If you've got a bunch of dead weight that
you've got to lift fuel for, to take it the rest of the way to
wherever, it may be cheaper to lift a new one from ground to LEO.
You're paying the rocket equation for that fuel all the way from the
ground. It's exponential in delta-vee to destination, minus the
exponential for the smaller delta-vee to LEO, and the bigger
exponential dominates.

Would you really want a giant space-hotel for an asteroid rendezvous,
for example? And for long-term manned missions beyond LEO, is it
efficient to fit the other components (food production and sewage
recycling, for example) onto a modular design, rather than having it
integrated from the word go?

Finally, LEO is a drag. How long would we have to keep re-boosting
it, at what cost, before we got to use it as an interplanetary cruise
ship?

Now if people were going to be commuting to the Moon regularly, in
support of a substantial permanent presence there, then I would say
put it in a transfer orbit between LEO and as close to lunar as you
can get without the moon's gravity destabilizing your orbit. (I'm
guessing some sort of resonance would be stable, but I have basically
infinitesimal confidence in that guess.)
