Because, then they would not be exposed to as much sunlight. One cannot collect solar power without making a shadow. This is why we have such terms as "Solar Access Rights". If you were willing to do what you suggested, why wouldn't you choose instead to save money at the same time by simply making your array smaller?

Shadowing is of concern all times of the year, since orbital real-estate is not free and shadowing takes up real-estate. It is of most concern around the equinoxes, and least of concern around the solstices.
