Space Olony Design Winner

I like the fact that the housing is modular, using inflatable modules,
but I think that the modularity wasn't taken far enough. The
construction schedule doesn't allow habitation until the entire colony
is complete and multiple trillions of dollars spent. However, because
of the modularity, there is no reason one or two rings of habitation
modules, as well as a subsection of the hub (preferably the side with
the hotel) couldn't be completed first. That would allow the station to
be completed incrementally, and actively involved with generation of the
income needed to fund further construction. That reduces the debt load,
the initial risk and the total risk of failure of the project.
