Space colonization one step at a time (Step 1)

Let's for the present settle on the Orbit suggested by Mike. So we are
midway between the Earth and the Moon, orbiting Earth. This means it will be
convenient to take 'stuff' from the Moon to the Hab for say a week every 28
days?

For the first hab it is better we stay close to Earth? So Mars is out of
question? The most important issue I feel is the availability of water, if
we are to build many space habs we should be close to a ready supply of
water?

I don't know how serious we are about Space, when after so many years we
still don't have a clear idea of how much water there is on the Moon.
