New here, asteroids prefered

As we are only in LEO, and rotation of astronauts prevents excessive exposure to radiation, and the price for propulsion is the limiting factor for development of space, why is radiation first over propulsion?

So you propose creating a space station, launching nuclear weapons to the moon, mining lunar water, and using nukes to launch the water to new space station. Why not just capture iceteroids for your use, instead of building up all that infrastructure and cost, launching nukes, mining facilities, and nuke based spacecraft, etc.
