If one can arrange to have two connected counter-rotating systems of approximately the same mass, then spin-up/spin-down can be accomplished with electric motors/generators.

Just as on the shuttle or ISS to change orbits (or positions), small rockets can be used to increase the rotation. The easiest way, and longer way, to slow down is to just wait, since friction with diffuse molecules in space will 'drag' the spin rate slowly down. A faster way is to use small rockets again in the other direction.
