I was wondering specifically about the cable with two pods. I had to think a
bit about how the cable would transfer the momentum when changing speeds.
barbell? For example, a heavy mass getting spun up and the movement imparted to
the arms? That would remove need for propellent for spin up or spin down.
For the simplist system, maybe the whole structure stops spinning when a ship
docks.

If one can arrange to have two connected counter-rotating systems of
approximately the same mass, then spin-up/spin-down can be accomplished with
electric motors/generators.
