You're right, it's mass, actually. I guess I was thinking visually (how would it look to the movie viewer on the screen).

One can be flexible with placement as long as there's adequate structural stiffness to not bend unacceptably when the ship is being turned on its axis (and of course that would all depend on how fast). These are the same forces that Gerard O'Neill was talking about in The High Frontier when he talked about how on an Island 3 the ~1 degree/day turn would necessitate a connecting cable under tension at one end, and a connecting tower under compression at the other.
