If we had robots capable of independently building a space colony, then we would have robots capable of independently building a city. And if we did, I don't think we'd be talking about the poor condition of our economy.

Given the poor condition of the US and world economy it looks like we will need to bootstrap a space colony. That is use robots to pre-build a place and than just deliver the people.
