Yes, yes and Yes! Infrastructure to habitat (small) to moon installations to Habitats (large). We start with construction shack type habitats (like Bigelows putting up) where we can house our first workers. Using existing skills in welding and hi-rise construction (beefed up with spacesuits, basic waldo units and compressed gas mobility units) this crew then builds an installation at GEO to act as main transfer point to the moon (along with more crew quarters). From GEO, vessels for men and machines can be built, fueled and supplied for the purpose of transporting a construction crew on to the moon. The first crew will probably set up prefabs (once again, like Bigelow), excavate tunnels and set up the first small moon base. Further men and resources can be allocated as needed using the jump off point in GEO. Jobs galore, and very little new tech needed. More adaptation of existing tech and a lot of man hours of labor. but, thats a good thing, right?

As appealing an idea that is, the biggest problem is we don't have
robotic systems capable of doing such yet. More specifically the
A.I. type. And because of the time delay, still only a couple of
seconds but still enough to make remote operation not practical
either. If we really want to get people to except and WANT to be all
for exploring and developing space we must sell them on the one thing
that is in short supply on Earth right now. And that are
JOBS!!!! And lots of them. Jobs that can have a long term
future. Building colonies and such will take a lot of people. And
with the economies in a major mess and employment in short supply, it
maybe time to do something much like the W.P.A. of the 1930's.
