IRC they were mostly looking for bedrock, The moon has a layer of
regolith and boulders lying on top of bedrock. Boulders that are just
lying around on the surface could have come from either bedrock or
meteorites, but known bedrock is guaranteed to be native.

So anywhere the bedrock had been uncovered by meteorite impacts they
could safely take samples.
