That is a very tall order, the ISS has cost 50 billion so far and is expected to cost 100 billion by the end. It houses maybe 6 astronauts on short missions and almost entirely supported from the ground.

Food, waste, zero outside support for 20 people on a rotating hab of 1 G for 10 years.

A few trillion perhaps?

The farms for 20 people, the waste recycling for 20, the tools, machinery and manufacturing to do all and any repairs on the station since there is zero outside support. And to manufacture anything people need.

I'd be happy with a rotating hab at the moon's G with 99% recycling and an asteroid processing facility. Still cost probably half a trillion, but more doable at least.
