Gravity and agriculture

If that assumption is correct, then agricultural sectors in space colonies
could have a fairly small gravity (just enough to keep water in the
hydroponic tanks, and that sort of thing) thus minimizing structural costs.

I wouldn't worry a lot about reducing the spin-gravity in order to reduce
structural costs. The lion's share of the loading on the structure is from
the air pressure rather than the centrifugal forces.
