The outer Oort Cloud extends, with decreasing density, about half way to Alpha Centauri, and there, mingles and interpenetrates the Oort cloud surrounding that system. That, along with the greatly expanded numbers of Nomad planets, up to 100,000 times as many as stars in the galaxy, should allow us to creep along at subluminal speeds, possibly IN our habitats, stopping to mine the bodies that we chance upon, building new habitats as resources allow and population growth mandates, leaving permanent stations/settlements on or around Nomads where resources can be mined for centuries, while the roving ONeil colonies and such continue to expand the frontiers of Human Existence. Makes sense to me, anyway. We need a couple of advances, but nothing that we shouldnt have in a few hundred years, when were ready to head out into the Cloud.

http://en.wikipedia.org/wiki/Oort_cloud:

"Its total mass is not known with certainty, but, assuming that
Halley's comet is a suitable prototype for all comets within the
outer Oort cloud, the estimated combined mass is 31025 kg (71025
lb or roughly five times the mass of the Earth).[3][18] Earlier it
was thought to be more massive (up to 380 Earth masses),[19] but
improved knowledge of the size distribution of long-period comets
has led to much lower estimates."

"The mass of the inner Oort Cloud is not currently known."

This estimate is conservative, then.
