I heard five families own, and control, Vegas. I would guess the entire state is almost as corrupt. Sure, there *is* Reno, but Nevada might not want more competition with its cash cow than that.

We might recall that in my own similar proposal, the residents themselves would fund it buy buying condominium space and paying monthly owner-association dues based on the space-values of what they owned.
