It doesn't matter what you call it. You're still wrong. One can't experience micro-gravity on Earth at the top of an 8,000 mile high building, or anywhere in-between there and sea-level, because 8,000 miles is below the GEO altitude of 22,236 miles:

Why don't people experience weightlessness at the top of the Volcn Cayambe (summit 5,790 meters (18,996 ft; 3.6 miles)) in Ecuador, very near the equator? Could it be that even that elevation isn't high enough -- and that the elevation actually necessary is 35,786 km (22,236 mi) above mean sea level?:
