Could Legal 'Loophole' Lead to Land Claims on Other

I think very highly of Rand (and am a regular follower of his blog), but I've always looked skeptically at these kind of land grant proposals. In my view, right now the land on the moon or asteroids (to say nothing of Mars) is worthless. The economic opportunities have to come first, and then the property acquires value in consequence. The property value can't be the original economic opportunity that gets us to square one.

How does everyone else view this?
