No, please read the proposal. When you establish a permanent colony,
you can claim 3.6 million mi^2 (9.3 million km^2) around it. That's a
lot, but it's nowhere near "all of Mars" (it's less than 1/15 of the
total surface area).

Great! Please provide your detailed plan for establishing permanent,
human-inhabited colonies on each of them, after which you can make such
a claim. (But no, actually, in most cases you'd have to first establish
dozens of widely-space colonies in order to claim the entire body.)

Really... I thought our list was better than these sorts of silly
straw-man arguments.
