No, it's actually pretty awesome, the minimum size goes down with maximum
altitude, as does the average cost per metre, so it works much better the
higher you go. Not sure how you get it up there, other than a launch loop
though. Maybe toss it out the back of the ISS; it has a stupidly low
ballistic coefficient, it may well survive reentry.
