Wait -- why do governments need to support it? I'll be content if they

Governments never propose anything that requires long-term thinking, nor
do they have much vision -- governments are composed of people, and the
vast majority of people are planetary chauvinists. (Understandable,
since living on a planet is the only experience any of us has; it takes
imagination and research to realize that there are more sensible
alternatives.)
