Actually, (although it seems counter-intuitive to almost everyone) the tensile load from the air pressure is the lions share of the total load on the structure. So reducing the rotation rate doesnt buy you nearly as much as reducing the air pressure. Which is why ONeill (past a point) began recommending sea level pressure with twice the O2 percentage.
And I largely agree with your points about who will tend to go into space.
