Space settlement only requires the support of the participants who expect to make a profit at it.

Because governments are not in the business of intentionally setting up other governments. Best case, the new governments will at least be competitors.

For this reason, it's a mistake to look to the governments of Earth to start up a space settlement program.

Great Britain did not set out to create the United States. Britain wanted tea and pelts, and so engaged in commerce to that end. The US happened in consequence, but without any particular plan toward that goal on the part of the British.
