models support NEO material deposits on the Moon

Probably the best argument to make here is "Time is money". There may well be a certain minority of NEOs with delta-V situations better than that for the moon. But an advantage for the moon will always be quick trip times.

It would be interesting if certain strategically-selected locations on the moon could let us have the best of both worlds.
