models support NEO material deposits on the Moon

That's a reason for choosing to do the refining, forging, and metal-working in HEO vs. on the lunar surface. It might not be a reason for starting off with asteroidal resources vs. lunar.

Actually, I wouldn't take a bet on which will come first.

Another good point. But I think it works both ways. Asteroidal resources in cislunar space helps us get back to the moon, but lunar resources in HEO helps us get to the NEOs.
