The Sedna fallacy (was How does one find an Oort cloud body?)

Two ideas off the top of my head.

Passively: take a large number of telescopes out beyond where you expect
the cloud to be, turn them and face them back towards the sun, then use
one of other methods. Note the telescopes don't have to be only optical.
Most would be placed around the ecliptic, some above/below the ecliptic
to provide a different perspective. Link all of the data they collect to
a system that analyses it together. What you may not see from one
direction, you may possibly see from another.

Actively: build a number of large lidar arrays, dot them around the
distant edges of the solar system pointing out have them run a survey.

Jointly: Use the two together to up the detection rate
