Sintered blocks of soil might be usable in any application for which we might use water-based concrete here on Earth. You take the soil into a form and heat the form in the focus of a large solar mirror. You don't need to heat it to the point of producing a thorough melt; only to the point where soil grains begin to fuse together.

Initially I was thinking only transport the binder for lunar regolith (eg portland cement) and some reinforcing material. Later I believe they have found some highland material that could be processed into cement.
