transportation in space settlements?

No requirement, but the opportunity. Only a small fraction of the population will move into space, because only a small fraction wants to. However, if that fraction is only 1 in 1,000 that means seven million people want to move into space.

That said, moving into space will be the most important migration since life moved from the seas onto land. Actually, moving into space is much more important. Land area is a little less than sea area, but the land in this solar system alone could be 100-1,000 times the surface area of the earth, and there are hundreds of millions of stars.
