Your memory is faulty. I graduated from High School in 1970. During the 70s there was endless buckets of end-of-the-world limits-of-growth stuff going around. It was the era of Watergate, lines for gasoline, rampant inflation, losing the Vietnam war, Cambodia and Laos being overrun by the communists, etc. People did not look upward and outward any more than they do today, and quite likely a lot less. ONeills work was in this period, but I didnt even hear about it until the end of the decade and then only by chance (my housemate had a job cleaning out a garage and brought home a bund of Coevolution Quarterlys, one of which was on space colonies).

I can tell you there was no space settlement design contest run by NASA to join!
