This is not correct. Article II of the Outer Space Treaty says: ""Outer space,including the moon and other celestial bodies, is not subject to nationalappropriation by claim of sovereignty, by means of use or occupation, or by anyother means." Article VI says: "States Parties to the Treaty shall bear
international responsibility for national activitiesin outer space, including the moon and other celestial bodies, whether suchactivities are carried on by governmental agencies or by non-governmentalentities, and for assuring that national activities are carried out inconformity with the provisions set forth in the present Treaty. The activitiesof non-governmental entities in outer space, including the moon and othercelestial bodies, shall require authorization and continuing supervision by theappropriate State Party to the Treaty. When activities are carried on in outerspace, including the moon and other celestial bodies, by an internationalorganization, responsibility for compliance with this Treaty shall be borneboth by the international organization and by the States Parties to the Treatyparticipating in such organization. This can be interpreted by lawyers as meaning nobody can own anything in our solar system above Geosynchronous Orbit for which there are differing laws.
