Becoming a multi-planet species

It isn't so much lawyers - except those who are also politicians - but politicians and the general public who vote them in or permit them to have office who need to wake up, because the lawyers are awake and will grab any chance to make themselves some money and accordingly will go to court to represent anyone apparently being wronged. Laws like the UN property laws give lots of opportunity to greedy lawyers as any time anyone finds something apparently worth mining out in space, unless they are willing to share 100% of their profits with everyone else on Earth, as soon as they start mining anything they will be taken to court and the mining company will find itself giving all its profits to the lawyers for years to come. This kills incentive stone dead. No company will mine anything if that is what it will lead to. O.K., the US has made some other laws that totally contradict aspects of the UN Treaties, but this just gives even more opportunity to the greedy lawyers. Accordingly the reality is that space will not be developed nor settled until the UN space laws are rewritten and widely accepted.
