Becoming a multi-planet species

I gather the Senate's space subcommittee will be considering an OST rewrite or at least an update to take commerce into account on the 23rd of this month. I guess that means at least some politicians are showing some sense. Let's hope they make a good job of it! nevertheless I hope they are bright enough to consider what changes may be useful for future citizens born and brought up in extraterrestrail locations such as our moon, Mars and or other moons maybe in Jupiter or Saturn's systems or even possibly on Centaurs. If so they'd probably help prevent a lot of hassle in the future. Settlements in such places should be permitted legally to make their own laws - which they'll do anyway, even if we are stupid enough to omit making it legal. O'Neill habitat settlements should also have such rights.
