Water on the Moon?

Quite clearly we need to prospect the Moon properly. Individual nations
will probably remain secretive about what they discover, and reluctant to
explore, unless they are able to exploit the resources.

Is there any hope of doing the initial exploration jointly under the UN
flag ? We seem
to have developed sufficient experience in working without conflict in
Antarctica and in the major
European Union experiment.

According to the above video there is 10 trillion tons of water in the Shackleton crater at the South Pole of the Moon.
