The gist: The results of research on two different fronts points to the probability that orbital space settlements (far more advantageous than settlements on other planets or moons) can get started at a smaller scale than was realized back in the 70's and 80's. This makes such habitats much easier and more economical to build than originally thought. Such early habitats could even precede space mining/refining.

Such space mining and the large space habitats envisioned by O'Neill are still in the cards. But this book points to an important incremental step to that vision. The habitats described here will be realities long before the kind with wide-open blue skies out of which natural rain can fall. And that means such modest habitats will be realities on a much quicker timescale.
