Would it be possible to accommodate all humans in space habitats orbiting Planet Earth? Would this be a good idea?
Possible? Yes. Toward the beginning of High Frontier studies, I think it was calculated that just the L-4 and L-5 points alone could accommodate enough habitats to house the entire population of Earth. And those would not be the only 2 possibilities for Earth orbit. That circular orbit about halfway to lunar orbit which they later recommended should provide even more space.

A good idea? I would more say hardly necessary. I think one of the strengths of the orbital habitat proposal is that they can be homes anywhere in the solar system we care to orbit.
