For me, 15 years is nearly the infinite in term of space policy. Think about
that:
Using ablative combustion chamber and presure feed motor with a TRW injector,
an amateur could build a 16 000 lbs thrust liquid motor. The Reaction
Research Society has the facility to test it. That motor could be sold to
High power amateur rocketers. This could be done in 3 years.

Next, an expanded version, ten times larger could be built, tested and used
for suborbital flight, as a new "high frontiere" sport. Count 5 years do do
that.

With the earned money and the implemented structure, a larger motor,
something as an F1 could be produced and used in a Nova-like booster. Count 7
more years to do that. You can then go to the Moon, build here a large base
and extract as materials as you like to build a "cheap" SPS.

The main point here is not: "I have the idea, do what I tell you", but:
starting from nothing you can unfold a 15 years calendar going anyway you
want. That is, anything 15 years away is fully indeterminate.

One word on me: I am new on this list, I live in France near Paris. I was a
subscriber of SSI letter some years ago.
