Hasen't someone already developed a "manufactory" that processs the
lunar regolith and produces solar panels? It seems like I have
read
that somewhere.

Alex Ignatiev of the University of Houston investigated the process under a
NASA Istitute of Advanced Concepts (NIAC) contract: the proposed cell
designs are low in quality but you get a good leverage of assets using
complete automated construction. The construction method remains
theoretical; but the final report - New Architecture for Space Solar Power
